The Commission has formed an opinion of serious misconduct by a Public Transport Authority (PTA) employee, in its report tabled in Parliament on 19 December 2025.
An investigation by the Commission found the employee, who held a senior position at the PTA, failed to adequately disclose close personal relationships with managers and directors of Railtrain, a company contracted to supply protection officers, as well as the development and delivery of training services for the PTA. The Commission found that the employee had been paid to perform work for Railtrain, and used their position at the PTA to provide benefit to both Railtrain and themself.
In addition to forming an opinion of serious misconduct by the employee, the Commission also makes four recommendations to the PTA for improvements to its approvals process for external employment and management of conflicts of interest, highlighting the need for agencies to be vigilant against conflicts of interest in secondary employment.
